Job Description
This post is responsible for the delivery and planning of the trust's emergency planning resilience and response for all activities and across all sites of the Trust. This involves understanding complex environments and situations across all sites, supporting the Service Director to deliver the best outcome for staff and patients. This lead role is required to continuously change priority according to the needs of the wider community and Trust, working closely with key partners across the Trust/System. On behalf of the Service Director, the post holder will take the lead in ensuring the Trust meets its statutory obligations and complies with all relevant Emergency Preparedness Resilience and Response (EPRR) guidance for the NHS, this includes business continuity and resilience preparedness. This is a full time (37.5 Hours) post and remote/flexible working would be considered. The post holder will be responsible for ensuring a continued state of preparedness for the Trust to respond to any major or significant incident both planned and unscheduled ensuring, that where practical, measures are in place to maintain continuity of its core business. The post holder will ensure that legal and regulatory requirements that apply to the Trust are met including training, planning and co-ordination working with NHSE/I, Local NHS Commissioners, multi-agency partners and the local resilience forum. The post holder will further develop expertise in emergency planning that the Trust holds and seek to develop good practice by using lessons identified from experiences and debriefs of incidents, exercises and events nationally. The post holder will ensure that emergency planning and resilience is an integral part of business planning, strategy and operations across the Trust. The post holder will be responsible for coordinating all Business Continuity Activity (including Business Continuity Plans and Business Continuity Impact Analysis) and ensuring all areas have the right plans in place to respond to incidents and periods of disruption. First degree in an Emergency planning related field /Diploma in Health Emergency Planning or equivalent vocational experience. 2. Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or equivalent experience. 3. Evidence of post qualifying and continuing professional development through Associate Membership or above of relevant professional body / society e.g. Emergency Planning Society (EPS) / Institute of Civil Protection and Emergency Management (ICPEM). 4. Experience of Resilience systems and processes including command and control/Incident response. 5. Experience of delivering training. 6. Experience of working across staff groups and between organisations. 7. Experience of similar role in public sector. 8. Able to demonstrate up to date knowledge of relevant legislation and guidance including the Civil Contingencies Act 2004, Health and Care Act 2022 and the NHS England Emergency Preparedness, Resilience and Response Guidance (2022) 9. Experience of managing a risk-based approach to towards resilience, preparedness; the application of dynamic risk assessment and the use of Decision-Making Models in supporting these processes. 10. Experience and understanding of Systems Resilience, including capacity and flow, and the various partners that make up the Frimley ICS 11. BTEC Level 3 in Education and Training or equivalent trainer qualification, or willing to attend relevant course.
